VLR (Voluntary Local Review) – ENG
The United Nations High Level Political Forum (HLPF) represents the main arena of discussion in the field of sustainable development and plays a crucial role in the follow-up and review processes of the Agenda 2030 and the global SDGs. As part of its follow-up and review mechanisms, the 2030 Agenda encourages member states to “conduct regular and inclusive reviews of progress at the national and sub-national levels, which are country-led and country-driven” due to Voluntary National Reviews (VNR).
In July 2022, Italy took part to the HLPF and presented the innovative path toward the implementation/review of the National Strategy for Sustainable Development (Strategia Nazionale per lo Sviluppo Sostenibile – SNSvS), that involved all Italian Regions and metropolitan Cities. This process has been represented within the VNR, that has been integrated with several Voluntary Local Review, in order to enhance the sustainable development policies vertical coherence. Italy took part to the HLPF with two national representatives and one local representative: Massimo Fedriga, President of the State-region Conference.
Within the Regional Strategy of Sustainable Development (SRSvS) approved by the Marche Region, the issue of territorial resilience has been developed within an interregional collaborating context with the Regions Umbria and Abruzzo, paying special attention to areas affected by the earthquake.
In this framework, the Marche Region took active part within the 2022 HLPF and so within the international discussion concerning sustainable development, by presenting a VLR in which, in collaboration within Regions Abruzzo and Umbria, horizontal coordination means have been described, and which defined the territorial resilience issue. In the international arena, the cooperating model developed by Italy caught the eye.
This form of participation brings regional sustainable development policies within a broad international context. The issues explored within the VLR by the Marche Region, in collaboration with the Abruzzo and Umbria Regions, concern:
- implementing the regional and interregional green infrastructure through the enforcement of the interregional ecological network;
- addressing the climate change issue in a synergistic way by locating the problem with respect to the Central Apennine Mountains river basin;
- developing municipal planning methodological criteria and guidelines aimed to ensure the territorial resilience and the sustainable rebuilding, also using supra-municipal strategic documents as Regional Strategy of Sustainable Development territorial references.
The interregional VLR has been presented to the United Nations within the Annex 2 of the Italian 2022 VNR.
